Prosperity is often a symbol of an era of peace.

The Holy Land of the external "Eternal Life God" in Silver City is one such exception.
Like other cities benefiting economically from war, the influx of large numbers of "refugees" and "capital-escaping" has brought about a morbidly brilliant era of twisted prosperity.
Amidst the chaos, stable regions and forces naturally attract a large "population" influx.
And in this world, population equates to troops, troops equate to the potential minimum of a legion, equating to the upper limit of an overall force... the scale of Silver City was forcibly increased more than thirtyfold to barely accommodate the additional population.
Lu Ping’an’s family isn’t the only one enjoying the population benefits; those powerful lords and senior overlords receive even better treatments, and some even consider moving their entire families in.
