To deal with the Country of Ten Thousand Gods, at least a Country of a Thousand Gods was required. Sitting at the negotiation table indicated that both parties were of a similar rank on some level... at least, that’s how it appeared to the Audience.
In a sense, could this be considered confrontational diplomacy?
"...For us, it’s also an opportunity. As far as I know, when necessary, we are indeed ready to take action."
But don’t mistake it, this might actually be a valid instance of confrontational diplomacy, as this is indeed an opportunity to endorse military might. Merely for a "Blood-crow," it would not justify mobilizing the Armed Forces of such a caliber from the Allied Forces of the Gods.
If it really turned into a small-scale Plane War? From the human point of view, it was acceptable... just looking at high level combat power, they truly didn’t fear this independent Kingdom of the Feather Tribe (it wasn’t the entire multi-universe of the Feather Tribe under pressure, the diplomatic call out was specific to the Plane and Kingdom).
And the diplomats of the Feather Tribe were not fools, they too had seen through the situation... They also did not wish to engage in a war that promised no benefits and potential humiliation if lost.
But to hand over individuals without an "extradition clause" would be tantamount to yielding, which was simply not an acceptable resolution.
In their eyes, they might have encountered a bunch of madmen. Under normal circumstances, you would first establish diplomatic relations, sign various legal regulations, and then transfer such criminals to a third party following the rules... But they had come directly demanding people, which was entirely unreasonable.
